Local governance and Health Promotion

Objectives

- Acknowledge the legal roles of municipalities and health services in health promotion and disease prevention;

         Apply PRECEDE-PROCEED model in the systemic and participatory planning in problem solving in public health.

         Identify and propose health promotion and local development policies through several sectors influencing health determinants;

         Use negotiation strategies to build partnerships and mobilize for Health Promotion;

         Identify critical strategies to assure citizen’s participation;

         Apply community based participatory research methodologies;

         Apply health impact assessment methodology;

         Use of democratic leadership techniques promoting participation and empowerment;

         Develop a framework for good practices;

- Develop an agenda for intersectorial action to solve health problems, including reduction of health inequalities.

Case studies

Group work to apply Problem Based Learning to the development of a project to solve a specific public health problem in a specific context; during these sessions, tutorial methodology is used, allowing learning by research and reflex ion, accordingly to knowledge systematization and synthesis.

Evaluation will be about a proposal for an intervention plan for Health Promotion in a specific geographic context.

The evaluation will be 20% about the individual level and quality of participation in debates and working group, 50% on oral presentation and 30% on written work.

         Diagnosis about needs and potentialities of local organizations in Health Promotion.

         Examples of networks of people and organizations for knowledge sharing and management and development of referential for good practices. Networks of Healthy Cities, Educative Cities, Healthy Schools, Baby Friendly Hospitals.

         Community based participatory research in health promotion. Concept and methodology.

         Participatory planning and sustainability of interventions.

         Apllying the model PRECEDE-PROCEED in systemic and participatory planning to solve a public health problem in a specific context.
