Health Assessment

Objectives

This curricular unit intends to promote the training of researchers/professionals in research and evaluation of health interventions/programs that contribute for the adoption of practices more active, critic and reflexive in their work. After this unit, students should be able to:
1. Know and adequate the types of evaluation and methodological approaches to the complexity of interventions and contextual diversity.
2. Conduct a systematic review of program documentation complemented by the contribution of the literature to modeling the evaluated actions.
3. Conduct consensus techniques for the construction and validation of criteria and measures.
4. Plan and execute institutional or community evaluation projects.
5. Understand, organize, judge and communicate the results of the evaluation to different audiences.
6. Adopt in the professional practice the norms and ethical standards that should guide the evaluation research.
7. Facilitate and promote the use of evaluation to improve the interventions.

Teaching method

The curricular unit by b-learning with individual and group educational activities, supported in the literature previously distributed, encouraging self-learning and critical thinking to facilitate the acquisition of the desired skills.
At the end of each module, students will be assessed in the activities planned:
- Accomplishment of tasks with sending files and final work
- Participation in discussion forums and webinars

Evaluation method

The execution of the activities within the deadline demonstrates their level of organization and, ultimately, interest and availability in the learning process. So this will be a requirement observed in the evaluation process. The final average will be calculated through the arithmetic weighted average considering the defined weights of the Modules Final Evaluation and the Assessment of the Final Work.

Concepts, characterization and contextualization of health interventions.
Types of normative evaluation and evaluation research.
Concept and parameters of meta-evaluation.
II. Stages of Evaluation I:
Identification and involvement of stakeholders in evaluation.
Logical representation of the program’s components.
Procedures in the identification and selection of evaluation questions.
Importance of guiding the evaluation to the main users.
III. Stages of Evaluation II:
Methods and techniques of data collection and analysis.
Evaluation plan.
Value judgment of the program.
Dissemination and use of the lessons learnt.
VI. Professional practice in evaluation:
Evaluation culture or “mainstreaming evaluation”.
The roles of the external and internal evaluators.
Skills of the evaluator.
Ethical difficulties encountered in the evaluation process.
