Objectives
a)To understand the content of the Right to Housing and the implications of its adoption as a fundamental right.
b)To justify the importance of residential real estate for the national economies and its weight in the property of families and communities.
c)To justify the need for housing policy as a framework for action.
d)To understand housing policy in the context of public policies, developing a critical attitude.
e)To justify the need for public intervention in different market segments, identifying its basics and objectives.
f)To examine the problem of housing in local plans.
g)To evaluate the needs for housing.
h)To evaluate some programs and measures of housing policy, identifying their main achievements and failures.
i)To develop skills of synthesis and verbal communication.

Teaching method
Teaching methodologies
1) The teaching method is based on theoretical and practical classes.
2) The classes promote the dialogue and debate about the contents of the course.
3) Some classes will be taught by invited speakers regarding their technical and/or scientific domain on housing policies.
4) A field trip will be carried out to several housing ensembles promoted by public entities.

5) The students evaluation considers the following elements:
5A) Three individual essays (15% each, max. 5 pages each).
5B) Group research project with written report (around 20 pages) and oral presentation (55%).
Subject matter
Learning outcomes:
a) To understand the meaning of the right to housing as a human right.
b) To master the overall portuguese housing policies.
c) To percieve the evolution of the “housing problem” in Portugal.
d) To establish a link between the portuguese housing policies and the legal measures implemented in other geographic contexts.
e) To acknowledge the contemporary housing challenges in developed and developing countries in the context of the Sustainable Development Goals guidelines (Agenda 2030).
f) To understand how housing market works and rates its needs.
g) To develop critical thinking about different models of housing policies and recognize their articulation with urban policies.

4) Housing policies between the Great Wars.
5) Housing policies and Welfare State.
6) Housing policies in Portugal – models, trends and challenges.
7) The evolution of the housing problem and the access to housing.
8) Contemporary housing challenges and the Sustainable Development Goals (Agenda 2030).
