Economics of Health Systems
Objectives
The objective of this course is to familiarize students with the main issues concerning the financing of health care systems. It will cover both empirical and conceptual issues, emphasizing areas of policy interest. At the end of the course, students should be able to discuss the main policy issues associated with the topics covered in the course, using economic reasoning to analyze and support policy options.

Readings of WHO, OECD and EC documents will be assigned.
Teaching method
Two 1h30 lectures per week, over 6 weeks. Lectures include discussion of theory and of empirical evidence.
Evaluation method
Final exam: 60% Term report: 50% 10% of the lowest score will be dropped. The term report should be in the range of 3000-5000 words. Several topics will be suggested. Students can propose own topic of interest during the first week of the course, for approval.

The course will cover the main drivers of pressure on financing health systems: demographic changes and associated challenges to health
systems; technological advances - new products, new services and new processes; universal health coverage; the WHO building blocks of health
systems; resilience of health systems - concepts and challenges; health insurance pooling and risk adjustment; performance of health systems.
