Local Governance and Health Promotion

Objectives

1. Describe the role of municipalities and health services in health promotion and disease prevention;
2. Identify and illustrate policies for Health Promotion and local development within the sectors that influence the determinants of health;
3. Apply the PRECEDE-PROCEED planning model to a health problem;
4. Identify and apply negotiation strategies to build partnerships and mobilize for health promotion;
5. Propose community-based participatory research methods;
6. Select strategies to ensure citizen participation;
7. Identify and classify democratic leadership techniques that facilitate empowerment and participation;
8. Describe the health impact assessment methodology;
9. Develop a conceptual framework for good practices;
10. Develop an intersectoral intervention agenda to solve health problems, including the reduction of health inequalities.

Teaching method

Teaching methodologies include theoretical and theoretical-practical classes, tutorial guidance and seminars. In theoretical classes, the theoretical and legal foundations of local power will be introduced and examples of the terrain will be presented that illustrate dimensions of the participatory health planning process. In theoretical-practical classes, concepts, skills and procedures are focused, which students must apply to solve specific problems, following a problem-based learning methodology. In the tutorial orientation sessions, group work is followed, proposing specific challenges, allowing learning through research, reflection and discussion. At the seminars, interim presentations of specific components of group work will take place, with feedback from a panel.
The assessment consists of: Individual participation during classes (20%); Individual exercises (20%); Group work (20% on the oral presentation and 40% on the written report).
