Objectives
1. Understand the public procurement legal framework applicable in Portugal (including European Law and International Law)
2. Identify and be able to solve the main issues and problems that are raised in the preparation and execution of a public procurement procedure.
3. Understand the legal framework applicable to the performance of administrative contracts in Portugal.

Teaching method
1. Case study (analysis of rulings and of public procurement procedures available and described on public procurement portals) 2. Preparation, in class, of simulated proposal evaluation models 3. Debates and classroom discussions on the most relevant public accounting topics (including issues of transparency, ethics and corruption prevention) 4. Planning and organizing a study visit to a higher administrative court to discuss the main public procurement jurisprudence 5. Group work to present judgments and topics in class.
Evaluation method
Assessment will be done through presentation of work in class and discussion of the work in class.
Subject matter
Parte I. Introdução to the public markets. International law framework. European legal framework. European directives. The direct effect for European directives.
Parte II. Public Procurement. Public procurement principles. Organization of the Public Procurement Code, Scope of the Public Procurement Code. Case Law. Utilities coverage. Bidders, Bids and candidates. Rules of exclusion and public procurement procedures. Direct awards and other tenders.
Parte III. Performance of administrative contracts. Financial rebalance and motifications to contracts.
