Lectures, discussion of subjects previously assigned and case study based on court decisions,
especially constitutional case law.

The final grade is the highest score of the two following:
- Final written exam (100%)
- Final written exam (50%) + Other work (50%)
Subject matter
1. Administrative offences: general framework.The emergence of the regime; administrative offense and crime; administrative offenses and regulation.
2. Responsibility for administrative offense. Specific offenses.
3. Administrative offense proceedings and constitutional guarantees: structure, characteristics and principles of administrative offense proceedings; defense rights; guarantee against self-incrimination; responsibility and plurality of proceedings; regime of judicial challenge. Specialties of sectoral regimes.
